- Prepare the Dough: In a large mixing bowl, combine the warm water, sugar, and yeast. Let it sit for 5 minutes until it becomes foamy. Add the flour, salt, and olive oil, mixing until a dough forms. Knead on a floured surface for about 8 minutes until smooth and elastic. Place the dough in a greased bowl, cover, and let it rise for 1 hour or until doubled in size.
- Cook the Beef Mixture: While the dough is rising, heat a skillet over medium heat. Add the ground beef, breaking it apart as it cooks. When nearly browned, add the minced garlic, salt, pepper, oregano, and red pepper flakes if using. Cook for another 3–4 minutes until the beef is fully cooked and fragrant. Drain excess fat and let cool slightly.
- Preheat Oven: Preheat your oven to 375°F (190°C). Line a baking sheet with parchment paper.
- Shape the Bombs: Punch down the risen dough and divide it into 9 equal portions. Flatten each piece into a 4-inch circle. Place a spoonful of the beef mixture in the center, followed by some Parmesan and mozzarella cheese. Fold the dough over the filling and pinch edges closed, shaping into a ball. Place each ball seam-side down on the prepared baking sheet.
